Sindh Motor Vehicles Amendment Bill 2025 Approved
By: Aziz Khatri
Karachi: In a significant move aimed at enhancing public safety, the Sindh government has approved tougher conditions for issuing driving licenses. The Provincial Motor Vehicles (Amendment) Bill 2025, sanctioned by Governor Kamran Khan Tessori, is now in effect following approval under Article 116 of the Constitution.

The Governor emphasized that these legislative changes are necessary to strengthen safety measures on the roads. With an immediate impact, the bill introduces strict penalties for violations of the Motor Vehicles Act.
Key among the new regulations is the requirement for a pre-license training course, which is now mandatory for those seeking Light Transport Vehicle (LTV) and Heavy Transport Vehicle (HTV) licenses. This initiative aims to ensure that prospective drivers receive comprehensive training before becoming licensed.
In addition, a demerit point system has been implemented. Under this system, drivers will incur points for traffic violations, which could ultimately result in license suspension or cancellation if a certain threshold is reached.
The Governor noted that obtaining a heavy vehicle license will now be a more rigorous process. This change is intended to safeguard lives and curb the increasing incidents of motorcycle, trailer, and dumper accidents that have recently plagued the region.
As these new regulations take shape, it remains to be seen how many driving licenses will be issued in Karachi over the next six months. The authorities are urging all applicants to familiarize themselves with the updated requirements to ensure compliance and enhance road safety for everyone.
